As of Oct 2026, New York's Cannabinoid Hemp Program (9 NYCRR Part 114) limits orally consumed hemp products to 1 mg total THC per serving and 10 mg per package, and anyone selling to New York consumers, including online, needs an OCM Cannabinoid Hemp Retail License. Federal note: from December 11, 2026, P.L. 119-37 §781 (delayed by P.L. 119-103) limits hemp products to 0.4 mg total THC per container.
